Airconditioning Fan Troubles Help

I have a 1982. Trying to restore it. Owner before me. cut many wires and rewired as they saw needed. I would like to some what straighten out some problems that are the result of this. Which I though I have via using the GM Shop Manual Diagrams.
My first question is:
Does the fan motor suppose to run on low all the time?
Mine does when all switches are in the off position.
I have taken all switches apart cleaned them and reassembled yet fan still runs in low speed when ever car ignition is turned on.
Note that when I place the selector switch in Max AC or Normal AC the fan switch will then work in all correct speed selections.
Also when I move the AC selector switch to vent or Heat or defrost the fan will only work in the same low speed as the off position.
I just don't get it .
Please anyone with suggestions? I would greatly appreciate them.

The fan on my 80 runs at low speed all the time, and looking at the wiring diagram from the GM manual confirms that this is indeed supposed to be the case.
As for your other question, yes the fan should work in all four speeds when you're in vent/heat/defrost - I can't really think why it's not... Perhaps a problem with the rotating switch that's attached under the selector for heat/vent/defrost etc. Have you had this one out and cleaned it?
Your best weapon in this is the wiring diagram and a multimeter to check for voltages - and a few hours!
