Anti-Lock light

Hey everyone I'm having a problem with my brakes. When I start my vette the abs does it's check and tghe brake pedal is very hard. After it initializes the pedal loosen up and the anti-lock light stays on. Is this a common problem and can it be fixed in my garage with my starter tool set.
