Blinkers running too fast

I have a small problem on my '92. The blinkers all work fine, but they run too fast (the blink rate is about twice what I would consider to be normal). This happens for left turn and right turn blinkers.

In my experience this usually means that a bulb has blown (at least that is what I grew up with in the UK). But all the bulbs work OK. Am I right in thinking that there are 4 bulbs for each turn:

2 on the rear
1 on the front
1 on the front but at the side, just back from the bumper.

In addition, a white light comes on at the same place as the side blinker.

I have searched the threads but no luck. Any ideas welcome!

I am not sure on the vette, but on a Buick I once had that did that I found that it was the flasher, replaced it and turn signals worked properly.The flasher on the Buick was under the dash on top of the steerling colum, like to never have found it.
