Blower Fan Comes On W/Ignition

I was wondering if it was normal for the blower fan to come on when the ignition is in the on position? I have a feeling that it's not supposed to. It runs at a very low speed, but it is always running. Any thought?!
 
Yes, the fan is always on. It was designed that way for ventilation.
 
my 75' has a switch installed on the drivers side by the pedals, and 2 levels for the fan and off. I cant be the only one?
 
I disconnected the low speed wire. Now my blower is not running all the time which keeps the heat down in the warm months. If I need heat or air, I always have medium and high which works just fine.
 
Which fan are you talking about? It can't be the engine fan, can it? Which fan is this and where is it?
 
It's the heater/AC blower fan. I can tell because when I put on the Vent/Heater/AC Fan on I hear it increase speed, and when I shut them off, I hear the fan start to slow down, but never stops. It's always slowly running.
