blower motor turns on with key in off position

There is a blower relay on the engine compartment firewall passengerside. Wires will go from it to the blower motor. Not sure if this is the problem.
 
There are a lot of possibilities but it seems that the power source is hooked directly to power, either by a re-wire job directly to a power source or by switching the power wire to a fuse that is hot when the ignition is off. I can't remember how this works and don't have my electrical manual with me at work and it is based on a 77 rather than an 81.

Looking at my book for an 82 it looks like this circuit is "hot" at all times and switched via the module when you turn your key on.

I've seen some strange wiring jobs. What you are saying is also a possibility. I guess the easiest way to check would be by pulling the A/C fuss and seeing if it stops.

OK, I found out I had a ground wire on my starter that was
suppose to go on the block, this tells my why I had all my
grounds hot. blower motor, wipers. Now, all is well with the key
in the off position. But, my blower motor runs with the key in
the on position now :confused I still have a very very small hum in
the alternator, its not wired wrong either. I put a test light
on the little brown wire on the plug, and it has a very small
draw, I say that because the test light barely lights up (dim)
 
It's designed that way ("full-time low blower") - should be explained in your owner's manual.

Yea, because my console switches were all disconnected.
This is the first time I ever noticed it running with the key
in the on position,
