Bottom of front fender clean up

What's the best procedure to clean up the underside of my front fender on the '67 that appears to have alot of black guck (alsphaut?) underneath it. Should I just scrape with a ?? or is it OK to gunk it and hose it off? I'm wondering if this is a contributor to my paint issues on the top of the fender? The cowl area also is all messed up. The rest of the paint job is good - it's just on the drivers side front fender and the cowl. The paint job was done in '89 and about 5 years later, the paint on the top of the fender started to bubble. Now it is real ugly, like a teenagers acne. Oil even seeps from the pimples.
