Question: C-5 custom tuners

What do or does a 'tuner' do with a C-5 or C-6 corvette? I know it has something to do with the PCM, but i'm not educated as to what exactly they do? I understand a man named Chuck Cow does some of this work.

Here is a link to one of the most-used software applications for tuning our vettes. It is as good as the person using it. At the very least, it allows complete control over air-fuel ratio and timing throughout the RPM range, and optimized shift points for automatics.
