C1 Dash Repair

The previous owner of my '60 drilled a hole between the lights and the wiper switches for a manual choke. I've been told that I should be able to find a bottom half of the gauge cluster at Carlisle and that it doesn't matter what color it is as I can sand it down and repaint it.
Questions:

What years other than '60 will be an exact match size wise?
Where can I get paint to match the red that's on the dash currently?
Would it be managable for me to repair the hole considering I have no experience with fiberglas?

As far as I know 58-62 used the same insrtument panel. Only the gauges changed.
 
Actually,

I believe that there is a minor difference on 61 and 62 cars in regards to the lighter hole. I do not believe that a 61 or 62 lower cluster will replace the 58-60 cluster and allow the original lighter to be used, but correct me If I am wrong.

This hole in your lower cluster would not compell me to replace it. I could repair this extra hole so that no one would ever know that it was there. These lower clusters are seldom cheap, and the repair would be fairly easy. This hole could be welded up by an experienced TIG aluminum welder and then ground down and filled and painted. If you still want one, I have a 50-60 lower cluster that is in nice condition that you can have for $125.
