C1 Where seat mounts bolt to floor... under carpet or on top of carpet???

Ready to bolt my seats to the body on my 61 and I'm not sure whether they bolt over the top of the carpet or if I should bolt it down under the carpet? Any help appreciated, thanks all.

Carpet goes over the bolt heads after bolting them down. The seat frame bolts directly to the fiberglass.
