C4 help needed, surging!

Twice in the last week I have experienced a surge (like a sticking throttle) with my 88 when I punch it to near the floor to take off or pass. My cruise has not worked since I got the car but I don't use it anyway and it is in the off position. I hit the brake both times and the throttle gradually subsided to normal. Very unnerving! I sprayed the linkage with lube and worked it but it feels like it is binding slightly at the open end.
Anyone had this before? Suggestions?
