C5's best stock performance shock package offered were on the Z16 Z06's, correct?

Dwayne...without a doubt the Z16 shock package was the best C5 offering ever made by GM. Something else to consider is the PFADT coil overs. And if you really want to go for it....get a set of their swaybars.

The 2004 Z06 shocks are considered by many to be the best OEM offering for C5.

There is no shock that was specific to the 2004 RPO Z16.

There was one front and rear shock used on all Z06es in 2004 and that's is the best valved, most aggressive damper used on a C5.

The 04 Z06 shock is more aggressive at the low- and high-frequency, ride movements but is actually, less-aggressively damped at the mid-frequency movements.
