Can anyone tell me what this is?

I had to replace the left rear inboard light fixture today and I found this star washer with the tubing taped to it with one wire in it that had been cut. The wire was white and black. The lights and brake lights work fine. I looked in the wiring diagram and I could not find this wire anywhere. Anyone have any ideas?
