car shuts off and fails to start

I have a 96 LT1, the problem is i can drive 350+ miles with no problems when i get into town the car looses power and dies, all lights and everything works but the car does not start for 10-15 minuts, it turns over, but does not start.
i changed the fuel filter. this has been getting worse as time goes on.
now my tach does not work. and the ASR light came on. the tach has done this a couple of times. after a couple of restarts it starts working.
i think it might be a ground problem but havent found the correct one to fix the problem. one other thing the codes say is too few pulses on bank 2 .

any help would be greatly appriciated.

Sorry for not getting back sooner, been working on car.
replaced ignition module above the coil.
got code P0372> too few pulses. 24X
also noticed when cranking the analog oil gague took time to come up to pressure or show pressure, once it went over 10psi the car started.
if you rev the engine the lites filcker a little and the tac skips like it is loosing power.when the tac stops working the ASR light come on
