Code 24, VSS

I got a code 24 today. The book says its the vehicle speed sensor. It says to check the Park/Neutral switch and the park/Neutral relay. Can someone tell me where the P/N realy and switch are located? This is my 81 automatic. Is the P/N switch the switch that will only let the car start in Park or neutral? I tried to start the car in drive and it does not start. Also, how do I check the relay? Do I just turn the key to the on position and check to see if the relay clicks? Thanks for any help.
 
The PN switch is on the shifter base, remove the shifter plate and you'll see it.

The VSS is a yellow or blue box on the pass side, above the fuse box. It just hangs behind the dash somewhere, it has a little flat calbe w/ black, red & green colors, the end of the cable has an optical sender/emitter pair and that plugs into the back of the speedo.

PN switch is the only plausible reason for not starting, VSS isn't.
 
Thanks Twin Turbo. I'm going to replace the VSS and the park/neutral switch next weekend. Even if they are not the problem they are still 24 years old. Take care.
