At what point does this come up on the display in C5 vettes? Is it only on certain models or with certain options? I've seen it in my instruction manual on my '98, but never seen it appear on the display.

Simply curious.

does your car have an active handling button on the center console?
 
I don't know the answer then... on mine you press and hold the active handling button down for 5 seconds to put it in competition mode.
Hopefully someone with a 98 c5 (or C4C5Specialist) can help you.
 
With the engine running, but the car stopped, press and hold the TC button for five seconds, like MrsSchroder described. After five seconds, you should hear a chime and "Competitive Driving" will appear on the DIC. If you don't like this message displayed (it will stay on), then hit the "reset" button and the DIC will funtion normally.

The main difference between your TC system and the ones in the newer models (01 and up) are that the computer program was changed to offer better perfomance of the TC/AH system and the ability to switch to "Competitive Driving" while the car is in motion.
