Help! Computer Chip for 1990 350 vet

I'm trying to find a computer chip for a friend. Part # 16134292 Code #4289ANTH
He has tried all parts houses in our area plus he has called Chevy dealerships only to be told that part is obsolete and they are unable to locate one.
He was told that there are a few (12) other people having the same problem.
I was wondering if anyone had any ideas where he might be able to get one.
Any help would greatly be appreciated
