cooling fans won,t go on why?

i just completed installing a new radiator in my 94 C4 now while in the garage at idle after having filled the cooling system with water only i noticed that even at temptures close to 240deg the cooling fans aren,t coming on dose anybody have a clue why? ian using water only because i plan on back flushing the cooling system while using prestone cooling system cleaner.

Did you plug the fan relays back in? Do the fans come on when you are in the AC mode? Did you check the fuse? Do you have power to the relays? I assume they worked before so if they don't now it must be something not plugged in or a fuse. Only thing I can think of right now. Anybody Else??

PS: You did bleed the air out of the system, right? (not that it would affect the fans but just a reminder.)
