Cooling Fans

1990,L98 Has 2 electric cooling fans. Drivers side fan high on radiator, passenger side low. The passinger side works. The drivers side does'nt. Are they both temperature controlled at the same degrees or does one come on at higher temperatures? Where are the temperature sensors and can the be changed?

If I remember right the drivers side is controlled by engine temp the pas side comes on with the air
