curb fuel pressure

maybe my bad luck, but I got 2 holley regulaters and 2 fuel pressure gauges, and I still have the needle jump up to 12-13lbs when I rev the engine.. is there a way I can change the spring or something in the pump to regulate fuel pressure, it's the holley blue pump.
 
believe me when I say I am regretting this.. I was thinking a little less power taken from the motor on the high end.... yea I know, what 10hp....
 
If you had NASA-level lab instrumentation, you MIGHT be able to detect 0.01 lost horsepower from a mechanical pump, just as you might be able to detect 0.01 lost horsepower from the alternator charging more to run the electric fuel pump; makes no difference either way, and the electric pump does NOTHING for "performance" - zero, zilch, nada.
