Can a GM dealership hook the car up to an OBD plug to download recalls etc, or can anyone run a carfax for me?

Recalls are issued by the factory and sent to the dealer. To find out if your car has had a specific recall action performed, go to your dealer and have them print out a vehicle history for you.

Carfax has NOTHING to do with recalls. It's simply a way to report accidents that your car has been involved in.
 
Yes, we do use the OBD plug to upload latest calibrations/files and the like.
However, the actual records are kept by GM and can be accessed by your dealership with your VIN.
