Does the dash need to be pulled completely to get at these bulbs to change them?

On the 77, you can get to them by just pulling the right side dash (easy) and the top dash pad (also easy) and then reaching behind. You might even be able to get to them by going from underneath like you were pulling the speedo cable.
 
When you say right dash, do you mean the dash that houses the clock, amp meter, oil gauge, etc?

No. That can be left in place. This is for a 77. I don't know if your year is different. Remove the 5 or so screws holding the passenger side dash pad in place and remove it. Remove the inner windshield trim pieces. Remove the remaining screws attaching the upper dash pad to the dash pieces (two in the gauge piece and three in the drivers side dash pad) and the one screw under the dash pad holding the pad in place. Carefully twist the upper dash pad and pull it out. You should have access to the bulbs. I recommend that you replace all of them while you have it out.
