My son runs a detail shop and deals with dirty car mats often.
He first uses a air hose to blow off the loose dirt before vacuuming, this removes a lot of dirt and stones then vacuums them. Most cases this is all thats needed.
If there are still dirt spots he has a spray bottle with about 2 " of Tide with color safe bleach and the rest water. Shake well and spray the spots, in most cases this will be all you need to do for removing them.
If it still needs a good cleaning he sprays the whole carpet with the Tide mixture lets it set but not dry. then with a gentle power washer he rinses the whole carpet. After it is dried, vacuum the carpet to remove any soap that has dryed and left a slight white film.
