Does the ECM on a 1989 vette have any control over how an automatic transmission works, and if so, can changes be made ?

There could be more automatic trans related parameters but it depends on the software.

Using TunerCat software these are the ECM parameters that can be changed for an automatic transmission. They are all Torque Converter Clutch operations.
