Question: Electrical - '99 Vert

I'm posting this for a friend who is putting his C5 convertible back together.

In the attached picture he is looking for some information on the wires that are not currently connected to anything. This photographed area is on the passenger side, behind the front wheel.

16 pin connector, hanging directly behind wheel - What should this connect to?

7 wires on left, hanging from above - What do these wires connect to? They are currently bare with no connectors attached.

Both are for the TAC or throttle actuation control.

HI there,
Fact is from that picture, the PCM is upside down, so the actual wiring harness that plugs into the PCM is misrouted.
Now, as far as the connectors, there are 2.
As messed up as that is, I would suggest replacing both.
Just to be on the safe side.
TAC module is 12578953 $318
the 16 pin connector is 12125676 $95
The 10 pin connection is NOT available with the leads, so that means someone has to install the correct terminals into the 10 pin side.
