Fan not working

My 88 vet temp runs in the mid 180's, but as soon as you stop or get in traffic it gets really hot( as high as 228) if I dont get moving. I have never heard the fan kick on, I checked the fuse & it was fine what should be my next move ?
 
Believe it or not...that is normal. I think the fan kicks on at 230 Most do change the temperature switch to make the fan come on sooner. You can get the switch at Mid America, madvett.com

Should I let it go to 230 just to see if its working? What if it still doesnt come on? How hot is to hot ?

Here are some troubleshooting tips
If it still doesn't come on, Relay is locacated on the front left fender well in front of the master cylinder.
