Floorpan drain holes

I just removed the interior on my 80 vette. There is a drain hole about 1" indiameter in each floor pan center not plugged. Is it normal to leave these inplugged? It seems like an awfully large hole for no plug.
 
A plug should be present. Your's are probably just missing, but should be easily replaced. They're removed if you need to drain out excess water, blood, choclate syrup, orange juice..... :crazy

You can probably find the plug in Home Depot, but I sealed over mine with tape on the inside and Plumbers Goop (a very good silicone type sealant) from the outside. There are four holes. One on each foot area, each side and one under each seat, each side.

I was getting my carpet wet for years from rain, etc. before I discovered these unsealed holes. Fixed it and I also fixed my interior smell - after pulling the carpet, drying, disinfecting, de-smelling, etc.

Why they were gone is a mystery to me.
