Fog Lights

One of my fog lights is out. Is this a standard bulb that I can buy at the autoparts store? If so does anyone know the part number? Can they be changed for the ones that dont look so yellow maybe more of a clear or light blue color. And last but not least whats the correct way of changing them. I took a look from the top of the engine and it seems like it has to be done from the bottom. Thanks in advance..

I just replaced mine about two weeks ago. It only took about 10 min with the help of I bought cyber blue lights of Ebay. I'm not overly impressed with the lights, but the info was great!!
