Front Bumper Attachment

Hello All,
After six months of having my 87 strung out between my basement and garage, I am prepping for paint. Now I am trying to remember how to put this pig back together. Here is my question:

The outer 4 bolts that go through the side braces (along the top) won't catch any threads. All of the rest of them catch fine. Are these bolts different (longer, wider, whatever) than the rest of the bolts. Could the clips be missing? Do these clips go on the urethane or in the metal (I don't want to pull the urethane cover off again)

I'm not sure what bolts your talking about but if its the ones that are between the hood and the front bumper there are different bolts, which ones I'm not sure of.
