Unfortunately, the buyer will find that out over time. Water will (or may) affect all the electrical system... every device, switch, actuator, motor, and connection can corrode, as can all metal pieces that were never expected to get wet. The water may have carried contaminants like fine sand into every moving part, and soaked fiberglass and all seals, gaskets, and padding. The dampness could cause the growth of must, mold, & mildew everywhere. It may be impossible to correct all those potential problems, and get rid of odors, except by completely disassembling the entire car, cleaning every piece, and reassembling it (or perhaps not). Even then, some things just do not come apart without ruining them, and must be replaced. Seems to me you'd be taking a huge gamble purchasing a flood car... it may be a cheap entry into a very expensive classic car, or an unending expensive nightmare!

There's probably a good reason that flood cars are totalled by insurance companies and carry a notation on their title.
