Get The Lead Out ???

I am in the process of refinishing my original rally wheels (1976) and there seems to be a layer of lead on each of the wheels in one spot. It looks like it was put on as a liquid and then hardened. They have a hardened bubbly appearace. Wen I was sanding the old paint off those spots are soft and lead color. Did the factory use lead to ballance the wheels. I didn't (don't) want to start sanding lead. Has anyone seen this before??

the lead is used to balance the wheel DONT take it off!
