Yes I do have a bunch of problems I will fix one at a time. My headlight on the passenger side seems to be sagging down I see nothing loose. It is more than just an adjustment. Anybody out there worked on 68 lights before.

Only the pair on my 68. Do you have the assembly instruction manual (AIM)? The AIM shows the factory installation of the headlight related hardware and has notes for correct settings.

Post a pic.

No I do have a parts ordering book and it shows me all the parts but not how to get them in and out. I will try to post a picture tomorrow of my problems

When I start to take the headlights out in the 1968 Corvette should I start with the lights open. Order closed

I have a bracket looks like it holds the head lights on the top. And horns this is lose From the body of the car. is this supposed to be glued to the body. It's what is making my lights sag down

Yes. There is a steel header bar bonded to the body just inside the hood opening. Horns and headlight supports bolt to the header bar. The bar should be riveted to a bonding strip. My guess is that the bonding strip has separated from the underside of the hood surround panel.

Note the location of the header bar and bonding strip.

Yes that's exactly what it looks like now what do I do. It is only one side is that something I can just bond back

Yes. It can be rebonded. Fusor or a similar adhesive can be used. Clean as much of the bonding surfaces as you can, apply the bonding compound, and hold the bar in place with C-clamps until the bonding compound sets up.
