Headlight Dimmer Switch

I have another little problem on my 77, that I need to repair, the lever to change from low to high beam has to pulled hard back, in fact it snapped off, it appears the dimmer switch is at the very end of its travel. The mechanic says it needs to be adjusted, I can't for the life of me figure out how to get the cover off, the manual I have and the assembly manual from the factory are not a great help either, it appears there is a seperate piece covering the switch. Any ideas I also need a new or used stalk, kinda hard to find in Canada.
