headlight doors will not open or close

:confused Hi out there!! We are newbies and need some help. We are not having much success at finding out what the problem iswith the headlight doors not opening or closing. I think if there is someone out there to walk us from beginning to end we might resolve this problem. Replaced all vaccuum lines, checked the switches, new headlamp relays valves, but still can't get the door to open and close? Really could use some advice.
