Headlights not opening

I've had my new 1980 Corvette for about a month now and love every mintue that I've had to work on it. BUT these headlights are something else! They have worked a couple of time but most of the time they don't. They look like they want to come up but can't. Is there a good way to check the actuator to see if this is my problem before buying them? Or should I be looking somewhere else. Thanks you guys are awesome.

First you should check the system for vacuum leaks. Goggle for checking the vacuum system, which should turn up testing procedures for the various components of the system. If operation is intermitent, the problem should be something minor leaking vacuum.

Thanks Guys. Mike that vacuum troubleshooting guide for the headlights is right on target. That made my job fast and easy. It turned out to be the rod seals and saved me $$$$. If anyone has headlight problems this guide will track it down. You do need the vacuum pump and it will make the job quick. Thanks again.
