Help! HEADLIGHTS on my '91

Hi, I recently went to the shop where my car was benig serviced (loose tiltwheel), it had a dead battery from being in the cold for a couple of weeks..that caused a sys error flash on my dash, with some investigating on the site here i found out that this was triggered due to voltage irregularity, more than likely the battery.. I will change battery when i get car home...thanks for info... now heres the head scratcher.....I went to the shop the other night to test drive after tilt had been fixed(tightened?)..well i left the shop and turned on the headlights and everything turns on including the headlights flipping up. but how ever the headlights will not iluminate..sportlamps, parking lamps and tail lamps all work... no headlights? could this have anything to do with computer/sys error...there are no blown fuses..I did notice the bright lever on the steering column will not engage the brights nor will it engage the right highway signal (gently pulling up not engaging the signal completely).It will if you fully engage it... could the fact that they broke the turn sinal lever while they were attempting to tighten the column(which was unsucessfull) have anything to do with it.. I now have someone coming to rebuild the column and he only does vettes..I dont understand why i have no lights... the manual says there is a circut breaker on the headlight switch itself but i havent checked..the shop says it must be a blown fuse..........HELP......lol
