Heat still doesn't work!

I was getting a fault code 01 telling me that the heat door actuator had failed. So I replaced that and still no heat. Next, I replaced the in dash controller and I also changed the programmer underneath the driver's side dash and I still have no heat. I have a mechanic checking it out and he says that the a/c fuse is hot with the car off. Does anybody have any input? It would be greatly appreciated. Leave it to me to fix it before summer.

this worked for me.disconnected the heater hose and ran a garden hose of water thru each of them. it back flushed the heater core and a bunch of gunk cane out. now my heater works fine.i was told to NOT remove the restricter valve in the heater core hose.it could blow the core and man that would be a major fix.
