Heater Blower Motor

On my 81' Vette, any time the inigition switch is on the blower motor turns at low speed - even with the fan switch off. Is this normal? During the restoration of this vehicle I replace the A/C control (including fan switch) and the blower motor relay. I wouldn't think it would be wiring because there should be only one way which the wiring plugs should fit. Any help would be appreciated.

The fan is on full time to act as part of the ventilation system

Guess I've never noticed it before. Never had a need to turn the inignition key on without starting the engine before I started restoring her.

FYI... a common mod is to disconnect the low speed fan wire so that it acts as an off switch. I did this by simply unpluging the low speed wire...I did not cut it...just unpluged it. Great mod for summer driving as it helps to reduce cabin heat. Along with installing a manual shutoff valve in the heater core coolant line, I really reduced cabin heat to a comfortable level.
 
Or you could just move all the slide switches to the off position. That works too.
