Heater fan speed

My fan on the heat has always worked all but the very highest position, never thought much about it till I tried to fix it! I bought a new switch at the car show, replaced it, and still the same problem, no high speed on the fan.... What gives? Anyone run into this before, is there a relay or something I'm missing here?

There is a resistor type set up that goes in through the top of the heater box in the engine compartment. Two screws as I recall and it is out for replacement.
