Heater shut off value

Getting hot air with heater off, anyone know where the heater shut off value is on a 96 LT4?

I have had some heating/cooling issues with my LT4 and have found it not to be a simple fix like closing a valve. There is a part called a "programmer" that controls all the doors and related hardware that diverts the hot or cold air. It seems to be the culprit in issues like this. You can search the forum for it and you will find lots of data.
