hood cowl

another rookie question,i have two wires running up the hood [inside] and they must go to the soliniod that opens the vent for fresh air ,but when is this vent suppose to open when the car starts ? if it was vacume controlled then i was thinking maybe when the secondary is opened but the electric thing makes me wonder thanks again :BOW

The door opens when you floor it. There is a switch mounted behind the gas pedal, that triggers the door.
