If the 64 horns are wired in series do you need both horns for them to work?

Yes they are wired inseries and no you don't need both to work but it will sound funny without both. They are two different notes.

There's one wire going to the first horn, which also continues on to the second horn. This single wire feeds both horns, and the horns are grounded to complete the circuit. This is wiring in parallel, not series, and you don't therefore need both horns connected for one of them to work. If they were wired electrically in series, neither would work without the other.
