How difficult and expensive to fix this headlight.

Could be very cheap if it is the bushings that are trashed (common) allowing it to sag the way it has.

If you turn it on and hear the motor for the headlight "run on". that is generally the case - 5 - 6 bucks a side, a few hours and you are like new :m
 
That looks like just an adjustment...If you take the bezel off from around the headlight...you will see the door "panel" is adjustable up and down. Their is also a large hex screw located at the bottom of the assbly. This screw determines when your headlight stops closing. It's adjustable.

I agree with Jon, usually when the headlight looks like that the door panel is misaligned, very easy to fix, you can loosen the screws and move it around and eyeball the perimeter gap to make sure it's even all the way around. I can't see how those panels get misaligned in the first place. Of course it could be the stopper too.
 
There's a stopper that controls where it stops. You screw it in and out. If you look at that car, see if it's hitting, or if maybe the motor can't spin it around enough (due to bushings or whatnot). It may be an easy fix.

When you pop the hood and the headlights are closed, the stopper is at the top of the assembly.
