How should I proceed

I removed the plastic interior trim from around the windshield frame when I discovered this smaller than a dime size spot of rust. The spot is right where the windshield meets the frame in the upper corner on the drivers side. The rest of the frame that I can see seems fine. However there are drips and runs of a black paint like substance on the upper part of the frame from the passenger side to the drivers side. I was wondering if it came from the factory like this or did someone attempt to stop a growing problem. Should I go through the trouble of removing the windshield now and dealing with the problem or just treat the rust spot and wait for a time when the windshield needs to be removed.

It looks like the primer that windshield guys put on before they install a new windsheild. Maybe it leaked and had to be re installed ? or cracked. If it was out the windshield guys are pretty aggressive with the knife hacking away at the urethane sealer and scuffed the paint hence the rust. who knows ... I would get after that rust pronto with por 15 or something similar. My 75 was pretty rusty so I pulled the windsheild and the t bar chrome and blasted and treated and repainted the whole thing.
 
I have to agree strongly with DM. Since you've found one spot, you'd better make sure there is no more lurking behind any of the other weatherstripping. Run a business card through the groove around the a pillar stripping and see if it comes out clean or red. Nip the rust now or it will nip you hard in the future.
 
Well I pulled of the windshield molding. It looks like it was a good idea to get the rust now. The steel is layered near the top of the frame and moisture was getting in between these layers. But I got to it in time to stop the rust before any real damage was done.
