I had a 87 Firebird that I bought brand new -
I was driving it with about 1000 miles on it and ran over a piece of brake line (metal) that was lying in the road at night.
The line damaged my right front rim, but only cosmetically.
I had State Farm insurance and they replaced the rim.
I also had a 89 firebird - I rubbed against a curb that was really broken up and ragged on the edge - which punctured the sidewall of my tire and caused some cosmetic damage on the edge of the rim.
Again, State Farm replaced the rim (and the tire).
Interestingly, I still have the old rim that was slightly damaged.
Realistically, as long as the reconditioned rim is of a quality that you cannot tell it was reconditioned, then this would be fine.
You might try politely telling them that you would be happy to accept a reconditioned rim in 100% perfect condition, but that you should be compensated for your trouble of having the debug the reconditioned rims until you find a good pair. It ie really you who is being inconvenienced when you have to go through all the motions of mounting and then dismounting and returning the rims.
