I'm going to be doing some brake work among other things, so my C3 with be up in the air on four jackstands for maybe up to 4 weeks. My question is where would be the best spots to place the jackstands for this long? Should the shocks hang for that long? Best places????

As for the front,I usually put them on the a-arms,as close to the wheels as possible.
As for the back, perhaps on the trailing arms or the frame, but I wouldn't keep those back wheels dangling to long.
Be sure to jack up the car in the right spots. Refer to your owners manual or service manual for instructions. If you don't have either just ask and I'all let you know where to jack.
PS unlock the tops if there glass.
