Help! Mini-starter problems

Hey.
So my problem is the mini-starter when I turn the key to start the engine the starter shoots out to turn the flex plate for 1-2sec then it pulls back? and shoots out again but then hits the flex plate... Its like it looses voltage for 1milli sec
Could it be the starter relay thats being dumb, if so where can i locate it. Battery is new so pretty sure thats not the case, it worked before with the orginal starter its gone now so cant try it. This is the second mini-starter ive tested with same results.

The solenoid is mounted on the starter, not an external relay. An old hot-rodder told me that the Ford-type external solenoid would solve my starter problems. It was a PITA to do and did NOT solve the problem. The problem was the newish Red Top Optima; second one that replaced the failed first one!

I have fixed older starters by taking the solenoid apart and either cleaning and lightly scruffing the copper contact disk or reversing the way it is mounted to give a new surface. That is, IF the large contacts are also dressed up.

I'd initially bench test the starter or take it to a specialized shop (IF you can find one) or bypass the triggering wire (and the ignition switch) to see how it works.
