MPG calculation screwed up. Can I reprogram?

I've done numerous mods over the years to my 86 that have affected the calculations of the miles/gallon display. I WISH it were true, but it always displays around 20-24 MPG, when in reality it runs between 15-20mpg.

So the question is, can I get the equipment to program my own proms to mess with the calculations? I'm a programmer by trade, so the coding part isn't a problem. I would like to see a memory map of the chip, however, because I really don't feel like reverse engineering it when the info must be out there somewhere.
 
The question is, is there a map/table in the cal ROM that the MPG code uses...or is it "hard-coded" in program ROM? This is an issue that '84 owners have been fighting for a while...it seems that the MPG coding is contained in program ROM in the '84 ECM, though I have no idea if '86 is similar or not (as far as MPG calculation goes). This issue is on my "to-do" list.
