NCRS judging question

I'm curious about something I noticed in the judging manual for '66. It says that if a car is from a state that does not require a front license plate that full credit should be given for the license plate frame (even though one is not present). It doesn't mention anything like that in reference to the license plate bracket. Am I correct that the lack of a front license plate bracket is a deduction even if no license plate is required on the front in the state of registration? :confused
 
Both brackets (a/c and non a/c) are shown in the AIM and therefore would have been on the car when it left the factory. That means the judges are expecting the bracket to be there for judging. Again, this is true for both a/c and non a/c cars as they had different brackets and locations.

JW -- I am looking at the 66 AIM and in Section C60 Page B4 it shows the license plae bracket for an A/C cart and it doesnt appear to me to look anything like a regular 66 Licesne Plate Bracket. Also, I did not see anything in the M35 section. Is it possible you may have been thinking 67 cars. Of course I could be missing something as well.
 
I believe the offset front license plate bracket in '66 was only specified for L-36 with A/C and Powerglide; in '67 it added L-68 with A/C and Powerglide as well. I don't have a '66 JG, but Noland's book says it may have started late in the '66 model year, after VIN 18,000 or so.

Wow -- just got done reading Nolands book pg 341. It says the left mounted bracket was used on L36 with C60 and M35. It also goes on to say that it may have never been incorporated during the 66 model year. I stand corrected on this one.

Not to worry. I have found more than a few of those problems with the AIM and with the JG. The problems usually arise because the AIM was a living document in 1966 and changes (to the AIM) were made or ignored as assembly processes changed - whether authorized by engineers or not. The books we have are a snapshot of the AIM from 1966 at a point in time, and (I am told) the JG is a conglomeration of observations of cars believed to be original - which means a car made at some other point in the lifecyle of the model year process may or may not have the characteristics specified. However, NCRS is a club, and it's their rule book.
