Need Help with Fuel Tank Connection

I have a 2000 Hardtop and I need some help with a fuel tank connection.

The car has been without a motor for about 4 years, and I had removed the fuel tanks and now I'm in the process of putting them back in the car.

On the passenger side tank, there is one connection which is unaccounted for and I can't find anything that connects to it. (See the red arrow in the picture.)

Is this an unused connection or am I missing something here?

All of the connections to the charcoal canister are accounted for. Is there another evap canister somewhere?

I was trying to track down a P0440 and have one of those cheap inspection cameras - looking for lines that were off etc. I saw that blue nozzle without any hose attached so either both of ours are off or there's usually nothing attached. If you figured anything out with yours, let me know.

If you look closely, you'll notice that the bottom of that nozzle has a plastic web on the bottom that would prevent any hose from being attached, so we deduced that it had to be a vent tube. I wondered why they had to put the barb on the end of it to make it appear to accept a hose connection.
