NOM and it's affects

I am interested in a 1970 454 Corvette coupe for sale locally. The engine in the car is not the original, the transmission and rear are. The car has really been well cared for and the seller has done some really nice improvements / refurbishment work to the car.
The motor was replaced prior to his owning the car and all he knows about the engine is it was replaced through GM (crate engine) a while ago and it's a 2 bolt main block.
Based on this information how badly do you think this engine hurts the cars value?
What would be a fair offer for the car considering it really needs nothing.

without know the options and condition and seeing detailed pictures of the body, engine bay, interior, frame, suspension, etc it's pretty hard to put a value on the car.
A NOM motor car does affect the value compared to an original motor car but that's not really a big deal unless you planned on taking the car thru NCRS judging. If you aren't planning on NCRS judging and just want to car to enjoy, than NOM is just fine, just don't pay as much for the car as you would for an original motor car.
On AVERAGE, typically a NOM car is about 15%-20% lower in value than an original motor

I can send you pictures of the car if you'd like to see it. I am not planning on going the NCRS route but I don't want to spend too much money on the car either. I guess I could try and locate a date coded motor that would be closer to correct for the car if that would increase the value at all.
I have been asking around and from what I've been told it doesn't seem like I can get hurt on this car if I get it for it's advertised price.
 
rather than send the pics to me, you would be better off posting them on her to get a lot of peoples opinions. I love the early chrome bumper C3's but i'm not as current on their values as well as the C2's
 
The pictures that I have are too big to post and I don't know how to re-size them.
